What are the functions of Plan, Obzervr, Complete?

There are three stages to doing work: planning the work, doing the work and closing out the work. We call these phases “Plan”, “Obzerv” and “Complete”. These phases are replicated in the app, as seen here.

The idea is that the work is separated in the app like how a person would approach a job.
