Obzervr Cloud v41.38 release (Primary)

Obzervr Cloud v41.38 - to preview on 12/01/2022 and primary on 20/01/2022 includes the following updates:

• Introduces an update to the get filtered assignment API to add page control. 
• Resolves an issue with syncing where missing commands would try to sync and fail. This change updates the process to reject commands when they are missing to allow users to continue working without sync failures.
• Update Work Template Options Tab to remove unnecessary icons and update new feature, such as 'Prevent Assignment Point Update', restricting the assignment point for a work template to a specific assignment point and hiding 'Allow Immediate Completion'. 
• Introduce Sampling to Work Templates in Designer and Manager, but not Capture. The sampling components for Capture will be introduced in a Capture release. 
• Resolves an issue with loading existing templates where there weren't any sample types defined for it. 
• Introduces the ability to search through column filter values in Worklist v2
• Enables Bulk Rescheduling of Assignments from Worklist v2.
